Kenya has a population of about 39 million, of which over 70 percent is engaged in agriculture. The economy still depends heavily on agriculture, which constitutes 27 percent of total GDP, yet the government has been spending less than the CAADP targeted 10 percent on the sector in recent years. Agricultural GDP grew at 3.0 percent in 2008 while both poverty and hunger have been declining since 1990.
