This paper explains, largely for a non-specialist audience of American policymakers, opinion leaders, and analysts, why the conditions are right for infrastructure investment to pay off in reducing rural poverty. It also identifies some of the challenges that must be met and lays the foundation for dialogue and collaboration among public and private actors to meet those challenges.
